The DFSA authorisation process
In short
A DFSA application runs through five stages: pre-application engagement, formal submission, written query rounds, in-principle approval with conditions, and grant of the Licence. Three to six months is normal. What extends it is almost always people or a business model that shifts during review.
Pre-application is worth the time it takes
The DFSA will meet a prospective applicant before anything is filed. Use it. The meeting surfaces whether the proposed category is right, whether anything about the model is novel enough to need extra thought, and what the case officer will want to see.
Applicants who skip this step and file cold tend to discover a structural problem in the second query round, by which time redrafting the Regulatory Business Plan means restarting the review.
Query rounds and how to handle them
Expect two to three rounds of written questions. They are detailed and they test whether the applicant understands its own model. Answers that restate the business plan invite another round. Answers that address the specific concern, with evidence, close it.
Where the DFSA challenges something fundamental, the fastest route is usually to accept the point and reframe. Defending a position the regulator has already rejected adds months and damages the relationship you will be living with afterwards.
In-principle approval and the conditions
In-principle approval is not the Licence. It comes with conditions: fund the capital, complete incorporation with the Registrar, sign the office lease, confirm the Authorised Individuals are in place and in the country, put the professional indemnity cover on risk.
Firms commonly underestimate this phase. Capital transfers need source of funds evidence, leases need negotiation and a Compliance Officer who has to relocate needs a visa. Six to eight weeks is realistic.

Questions
How long does DFSA authorisation take?
Three to six months for a conventional model with a complete application pack and identified key individuals. Novel models, complex ownership or a Compliance Officer recruited mid-process push it towards nine months.
Can we start operating after in-principle approval?
No. Regulated activity can only begin once the Licence is granted. In-principle approval confirms the DFSA is satisfied subject to conditions being met.
